2.0 DIRECTION REQUESTED: <br /> In order to respond to the request for further work on the housing preservation <br /> and maintenance aspects of the code, the staff requests direction and action <br /> from the Council/Mayor and City Manager. Here are some of the issues that <br /> need further thought: <br /> 1) What is the intent (public policy) of the code...health, safety, and protection <br /> of community property values? Who are the stakeholders that should be <br /> involved in the preparation of codes and programs? How far should the code <br /> "reach"? Should the code deal with rental housing inspection - both interior <br /> and exterior - and with the upkeep of the exterior and yard of detached single <br /> family homes? Such standards are available. What happens in townhouse <br /> and condo projects - does the City inspect only those units which are rented <br /> or should the city inspect all units because of the den of the project? <br /> Should the city be working more pro-actively with the associations in these <br /> projects? <br /> 2) If the code is intended to deal with health and safety as well protect <br /> property value, should it also deal with inspection of mobile homes (at least <br /> exterior) ? <br /> 3) Is a detached single family home that is rented treated as rental in terms <br /> of inspection? In other words, should the city inspection process include both <br /> the interior and exterior of rented singe family units. <br /> 4) Who should staff such an effort? Planning and building inspection service <br /> positions are at capacity and will be for the next two to four years. Fire <br /> 3 <br />
