During the past months, an informal staff study has reviewed the needs for <br /> and suggested new tools to retain value in the city's housing stock. <br /> The City of Minneapolis, S#. Louis Park, Coon Rapids, Winona, Mounds View, <br /> White Bear Lake, and Mankato Housing Maintenance ordinances have been <br /> reviewed, as well as a number of models . in addition, there is a movement <br /> to propose state legislation for state-wide uniform housing code requirements <br /> in 1 <br /> From those reviews (and the housing clean-up issues of 1997) came <br /> preliminary concepts for housing preservation, maintenance/nuisance and <br /> code improvements that were intended to: <br /> 'f) Provide minimum housing preservation, maintenance, and interior clean-up <br /> (when necessary) regulations for all housing units - owner occupied and <br /> rental. <br /> 2) Provide an exterior only maintenance regulation for owner occupied single <br /> family housing units, improving the street appeal and value of single family <br /> neighborhoods. Some life safety inspection already occurs within the common <br /> areas of multi-family structures. - Should the code protect rental residents <br /> further by gaining access to inspect individual units? <br /> 3) Reduce litter, weeds, and vehicles parked in yards. <br /> 4) Begin the upgrading of the mobile home park. <br /> 2 <br />
