REQUEST FOR COUNCIL ACTION <br /> DATE: 4113/98 <br /> ITEM ISO: F-4 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Q�:2� 0- Reports and Recommendations <br /> Item Description: Authorization for Irrigation Planning Services <br /> BIROJITI <br /> The 1998 PIP and the Langton Lake Development Plan both contain significant irrigation projects. <br /> The Parks and Recreation Department has considerable experience in dealing with irrigation <br /> systems which include Central Parr, Roseville Cedarholm Golf Course and Veterans Parr <br /> ballfield, we have completed extensive research on the latest and best systems and have <br /> concluded that the system and equipment provided by Toro Inc. is the best investment for the <br /> community excuse: <br /> The sprinkler heads gear system is made of brass and steel. The competitors are made <br /> of plastic. <br /> The longevity is three times that of plastic thus saving on maintenance. <br /> The issue before the Council is that there are two wags in which to specify this p roduC <br /> 1. One is to specify the product brand and a 'tor approved equal statement". This would <br /> allow competitors to bid a product that also has brass and steel parts to compete. <br /> 2. The ' is simply to specify brass and steel parts without the brand name. <br /> The ramifications of this choice are that MTI , a turf product supplier (they do not directly bid <br /> pr `ects) will provide design services at no charge to the City of Roseville as they have recently <br /> 1 <br /> done in Woodbury, Chanhassen, Coon Rapids and Inver Grove Heights if we use option 1. If we <br /> do riot list the specific product and "or approved equal, they will charge us 45 per hour for the <br /> service. This would cost us approximately $1200. It is important to note that there will stilt be <br /> competitive bids using option I because we are bidding 'Installation and not product. <br /> POLICY OBJECTIVE <br /> The proposal meets the requirements of the public bidding process and allows for the City of <br /> Roseville to obtain the best product at competitive rates. <br /> FINANCIAL IMPLICATION <br /> Monies for the projects are contained in each of the approved authorization to bid projects. The <br /> Council would need to approve the additional $1200 for consulting services if option 2 1s selected. <br /> The Council will need to approve the final bids in all of the above projects. <br />
