REQUEST FOR COUNCIL ACTION <br /> DATE: 04/13/98 <br /> ITEM NO: J-1 <br /> part ent Approval: =?p Aroved: Agenda Section: <br /> Ord inances <br /> Item Description: 1) EXTENSION OF JAMES ADDITION MORATORIUM <br /> ORDINANCE <br /> 2) APPROVAL TD HIRE CONSULTANTS TO REVIEW <br /> SCENARIOS DURING EXTENDED-MORATORIUM <br /> 9.0 Background <br /> 1.1 Since June, 1997, the James Addition Neighborhood Task Force has <br /> been studying the future of the neighborhood, its land use, traffic, and <br /> environment. Chairperson Craig Christenson and members of the Task <br /> Force submitted their final report and recommendations to the Planning <br /> Commission on December 10, 1997 and to the City Council on <br /> December 15, 1997. A moratorium on commercial and industrial <br /> development was extended to April 28, 1998 (from the original deadline <br /> of January 1, 1998) to allow for the completion of the study, public <br /> hearings, and any actions by the City Council. <br /> 1.2 In January and February, the City Council reviewed theimplications of <br /> the Task Force recommendations and subsequently requested the <br /> Planning Commission to hold a hearing on two separate scenarios for <br /> the southeastern 6.2 acres of the James Addition Study Area. In <br /> February 1998, the City Council directed the Planning Commission to <br /> hold public hearings on two scenarios -the high density residential PUD <br /> scenario recommended by the Task Force and a mixed high density <br /> residential and commercial PUD scenario suggested by Peter Coyle on <br /> behalf of his client, National Tire and Battery. <br /> 1.3 On April 8, 1998, the Planning Commission held a public hearing on the <br /> two scenarios. After a lengthy hearing process and discussion, action <br /> on the request was continued until the May 27, 1998, Planning <br /> Commission meeting. The Planning Commission also <br /> recommended extending the moratorium to allow for further study <br /> and analysis, public hearings, and City Council action. <br /> PF2889-RCA(04113198)- Page 1 of 1 <br />
