A. <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Organizational Business <br /> Item Description: Authorization to transfer three (3) current Public Works maintenance <br /> employees and recruit for the replacement of a Central Garage mechanic. <br /> Background: Due to the transfer of a current Public Works Department employee to the <br /> Engineering Division, a vacancy exists within the Utility Division of the department. Staff is <br /> seeking authorization to fill the vacated position. <br /> As per the local 49'er's bargaining agreement, position openings are first posted internally for <br /> five (5) working days prior to proceeding with recruitment from outside the department. <br /> The position was posted internally beginning the week of July 1, 2002. As a result, three (3) <br /> current Public Works maintenance employees have requested internal division reclassifications <br /> as follows: <br /> 1 Employee #1, currently assigned to '/2 Street Division-% Utility Division, requests <br /> reclassification to 100% Utility Division. This will fill the Utility Division vacancy. <br /> 2. Employee #2, currently assigned as Central Garage Working Foreman, requests <br /> reclassification to % Street-% Utility position vacated by employee #1 . <br /> 3. Employee #3, currently assigned as Central Garage Mechanic, requests <br /> reclassification to Central Garage Working Foreman vacated by employee #2. <br /> All employees are qualified to perform the duties and responsibilities of the requested positions <br /> as follows: <br /> 1. Utility Maintenance Employee (Basic Position Duties) <br /> a. Demonstrates safe work practices and driving record <br /> b. Performs emergency snow and ice control activities <br /> c. Assigned to on-call duty and responds to after hour call backs <br /> d. Install/replace/read water meters <br /> e. Operates Utility Division vehicles and equipment <br /> f Maintains water booster station and sewage lift stations <br /> g. Services and repairs hydrants <br /> h. Cleans and repairs sanitary sewer system, water system, and appurtances <br /> i. Competent person for excavations <br /> j. Ability to utilize SCADA computer program to monitor or control water and <br /> sewer systems and other computerized maintenance programs <br />
