B. <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> cwt <br /> Item Description: Consultant selection to complete Comprehensive Storm Water <br /> Management Plan <br /> Background: On June 3, the City Council authorized the solicitation of requests for proposals from <br /> consultants to prepare the City's Second Generation Comprehensive Surface Water Management <br /> Plan. Proposals were solicited from six consultants. Proposals were received from the following <br /> three firms. Copies of each proposal are available in the Public Works Department: <br /> Consulting Firm Overall cost <br /> Bonestroo, Rosene Anderlik and Associates $77,817 <br /> Short Elliot Hendrickson $135,000 <br /> WSB & Associates $65,626 <br /> A staff committee consisting of the Community Development Director, Public Works Director, <br /> Public Works Supervisor, and Assistant Public Works Director reviewed and ranked each proposal. <br /> Staff recommends that Bonestroo, Rosene, Anderlik and Associates (Bonestroo) be selected to <br /> complete this project. <br /> Bonestroo's proposal was not the lowest priced proposal; however, price was only one of the <br /> categories in the evaluation process. We considered all aspects of the proposal, including project <br /> understanding, approach, scope, firm experience, and project team. Bonestroo put together a <br /> comprehensive proposal that detailed each step in their approach to complete this project. They <br /> clearly defined what they included in their scope of services and project deliverables. Using the <br /> proposal content, as well as cost, to compare proposals, the evaluation committee determined that <br /> while WSB was less expensive, they did not provide the same overall product that was proposed by <br /> Bonestroo. A key element in selecting the Bonestroo firm over WSB was the storm water modeling <br /> included in their proposal, which will assist staff in identifying and correcting problem areas in the <br /> future. SEH's proposal provided similar project clarity; however, at nearly twice the cost, they did <br /> not meet our budget. <br />
