Bonestroo's project engineer, Randy Neprash, has been involved in every stage of the development
of the NPDES Phase II MS4 General Permit. Their firm has conducted information seminars about
Phase II and is one of the more knowledgeable teams as it pertains to the permit process. They are a
local firm and have received numerous design awards for their work in storm water management.
Their work on the City of Eagan's Storm Water Infrastructure Analysis and Improvements project
has been selected as one of the 2002 American Public Works Association's Project of the Year. This
project addressed the flooding brought on by Eagan's July 2000 rainstorm.
Bonestroo completed Lauderdale's Storm Water Management Plan, and Roseville's Natural
Resources Master Plan, and as a result is very familiar with the City and surrounding watersheds.
They have a good working relationship with the three local watershed organizations, this is
advantageous since the new plan must incorporate these organizations own watershed management
plan goals. This is extremely helpful when preparing a regional document like a Comprehensive
Storm Water Management Plan.
Financial implications: It was originally estimated that this project would cost between $60,000
and $90,000 to complete. Bonestroo's proposal estimated the project cost to be $77,815. If
approved, staff will contract with Bonestroo for an amount not to exceed $77,5 15. The cost of this
study was part of the approved 2001 storm water utility budget.
RECOMMENDED COUNCIL ACTION:
Motion to select Bonestroo, Anderlik, and Associates, to prepare the City of Roseville
Comprehensive Storm Water Management Plan and authorizing the City Manager to enter into a
contract not to exceed $77,815 for this work.
Prepared by: Debra Bloom
