REQUEST FOR CITY COUNCIL ACTION
DATE: 0 / /98
pp
De artment Approval: ge Approved: Agenda Section:

LAND USE
Vt escri tion: Lexington Plaza, LL request for rezoning of proRe`tY from - Retail
Business to B-4 Retail office Service at 1 682-1 754 Lexington Avenue
North - Lexington Plaza (PF#2990) - Recommended as Phase I of
a PUID by Planning Commission
1.0 gEgVESTED ACTION
1.1 Lexington Plaza, LLC is requesting rezoning of a 6.5 acre parcel from B-2 Retail
Business to B-4 Retail Office Service. The request is being made in order to
accommodate a prospective tenant(Grand Cleaners). No other significant changes
to the site are proposed-at this time. The Planning Commission recommended
treating this request as Phase I of a Planned unit Development, with Phase II
to be submitted by April 1, 1999.
0 BA cR ND,
2.1 Lexington Plaza, LLC ovens the 6.5 acre parcel located at 1 682-1 754 Lexington
Avenue North. The property is currently occupied by a 96,000 square foot multi-
tenant shopping center in two buildings. The property is designated as Business
in the City's Comprehensive Plan and is located in a B- , Retail Business District.
Adjacent land uses include a combination of commercial and residential to the
north, residential to the east, commercial to the south across Larpenteur Avenue
West, and commercial to the west across Lexington Avenue North.
2.2 This rop
e is located in Planning District 14. The City's Comprehensive Plan
p
designates this parcel as Business; however, the summary of issues for Planning
District 14 does not specifically address this parcel.
2.3 The applicant is not proposing any change in the operation of the shopping center,
other than to allover the location of a dry cleaning facility as a tenant in one of the
buildings. The overall impact on parking, traffic systems, and utilities will be
minimal. In general, it would be more appropriate to use a planned unit
development (PUD) to accommodate a mixed use development such as this.
2.4 Section 1005.04(A)(1 9) of the City Code identifies "dry cleaning and laundry
receiving stations, pr ces ina to be done elsewhere and dry cleaning s _rvice
facilit' s' as a permitted use in a B-2 zoning district. Section 1005.06(B)(1 1) of the
PP# 990- RCA(03/23198) - Page 1 of 5
