REQUEST FOR COUNCIL ACTION <br /> ITEM O.- F-2 <br /> Department Approval; Manager Reviewed: agenda Section: <br /> Reports and Recommendations <br /> Item Description, Central Ramsey Watershed Management Organization view Structure <br /> Background: As was discussed at the March 16, 1998 City Council worksession, a petition has <br /> been submitted to the Minnesota Board of Water and Soil Resources (BW R) requesting that the <br /> existing Central Ramsey Watershed Management Organization (CRW-iMO)joint po wers <br /> organization be dissolved and that a new watershed district be formed in its place. BW R will <br /> hold a public hearing at 7-00 p.m. on Monday, April 6, 1998 at the Como Park Pavilion to vather <br /> testimony on this issue. <br /> While it is possible that all outstanding issues could be resolved and the current CRWMO remain <br /> in tact, BW R staff has indicated that, in all likelihood, the existing CRWMO will be dissolved <br /> and a new watershed district formed. It seems that the only unresolved question is "What will the <br /> boundaries of the new watershed district be`" Of the numerous boundary options available, the <br /> following two are receiving the most attention. The Southwest Ramsey Watershed Management <br /> orgarnization (SViRWMO) is located adjacent to CRWMO and, like CRWMO, is also facing <br /> dissolution. The reap of watershed organization boundaries in the metro area is attached, Also <br /> attached is a fact sheet summarizing watershed characteristics. <br /> 1 Combine the areas of C RWM o and SNVRWMO with the Ramsey Washingo n Metro <br /> Watershed District <br /> The Ramsey Washington Metro Watershed District (RWA4WD) is a very active watershed <br /> district in eastern Ramsey County and western Washington County. It has a full-time staff <br /> and is one of the higher cost watershed organizations in Minnesota. It routinely levies <br /> approximately $35 per year on a $100,000 home. generally, the landu se within its <br /> boundaries is suburban. <br /> 2) Combine the area of CRWMO and SVvRWMO and form a new watershed district <br /> new board, initi ally appointed by ) W R and subsequently by Ramsey County, would <br /> need to hire a stag or contract for services with some existing agency. To date, Ramsey <br /> County Public Works, Ramsey County Water and Soil o nservatio n District, and RWMWD <br /> have expressed an interest in providing administrative and technical support. Landuses in <br /> this combined watershed are generally urban. <br />
