2. a new Data Assistant/Computerized Permits Clerk replaced the Data <br /> Clerk; <br /> 3. a new certified inspector specializing in housing construction will fill an <br /> open inspection position. <br /> 4. an existing inspector will concentrate one zoning, land rase, and code <br /> complaint issues. <br /> 5. Within two years, if the current work improvement trends continue, it is <br /> possible that the division will be able to reduce staffing levels by 1, hack to <br /> 12 FTE. <br /> The building/codes division reset or exceeded all previous output issues in 1997 and had <br /> record years in the number of permits issued. A questionnaire was seat to a 10% <br /> sample of the building permit applicants. Results illustrated that improvements were <br /> made in the first year, with levels of satisfaction increasing, but also with room for <br /> improvement. <br /> The Fire Prevention Division replaced the Fire Inspector and began a training and <br /> certification process. Inspections of businesses fell slightly during the transition. <br /> In the Economic Development Division the new Economic Development Specialist <br /> 100% time) took the place of the Assistant Community Development Director who <br /> spent 50% time doing economic development. <br /> In the i tY Planning Division, the new City Planner revised the planning and zoning <br /> project review process, resuscitated a languishing Development Review Committee, <br /> and improved the thoroughness of the staff written project review and the filing/record <br /> keeping system. The new city Planner has streamlined the project review from written <br /> notes and dictation to computerized project reviews, resolutions, and PUDs. <br /> The GIS division did not gain new staff, but has assumed new responsibilities as the <br /> coordinator of the GIs user group - 11 cities throughout Ramsey County, and has <br /> assisted the North Metro 1-35W North coaltion by coordinating GIS data bases and <br /> equipment necessa for all cities to share property records and economic development <br /> information. <br /> Durin g the past 6 months we have developed a number of benchmark outputs in order <br /> to measure efficiency - other outcomes are needed to measure effectiveness. We will <br /> seek Council and staff suggestions on hover to establish an "effectiveness" scale. <br /> 2 <br />
