REQ UES T FOR Cl TY CO UNCIL A C TION <br /> DATE, 03/10/98 <br /> ITEM NO: 1-2 <br /> Depart ent Approval: Manage pproved: Agenda Section: <br /> LAIRD USE <br /> It escription: McDonald's Corporation request for a conditional use permit to allow <br /> the construction of a new McDonald's Restaurant at 2075 Snelling <br /> Avet II III` <br /> IIIIIIIIIIIIIIIIIIIIIIII <br /> 1.0 REQUESTED ACTION <br /> 1.1 McDonald's Corporation is requesting a conditional use permit to allow the <br /> construction and operation of a new take-out/self-service restaurant (McDonald's) <br /> at 2075 Snelling Avenue North. <br /> 1.2 on February 23, 1998, the city council continued action on this request until <br /> March 10, 1998. The building elevations and the landscape plan have been <br /> modified to reflect the concerns of the city council. <br /> 1.3 The conditional use permit process for this request allows the city to consider <br /> compatibility with adjoining properties; impacts on traffic, public facilities, and <br /> property values; impact on the general health, safety, and public welfare} and <br /> compatibility with the City's comprehensive plan. The process also allows the City <br /> to impose those conditions it considers necessary to protect the public health, <br /> safety, and welfare. <br /> 2,0 BACKGROUND <br /> 2.1 McDonald's Corporation holds a lease agreement for property at 2075 Snelling <br /> Avenue North, which is owned by NIPS, Inc. The 1.2 acre parcel is located in a 133, <br /> General Business District, and the Comprehensive Plan designates the property as <br /> Business. Adjacent land uses include commercial to the north and south, high <br /> density residential to the west, and commercial to the east across Snelling Avenue. <br /> 2.2 The property is currently occupied by a 3,000 square foot McDonald's Restaurant. <br /> The existing restaurant has 108 seats, 87 off-street parking spaces, an exterior play <br /> area, and a drive-through with stacking capacity. The original McDonald's on this <br /> site, the first McDonald's to open in Minnesota, was built in 1957. This building was <br /> replaced in 1971 with the existing restaurant. <br /> 2.3 In conjunction with the application for a conditional use, the following documents <br /> have been submitted and reviewed by staff In preparation of this report: <br /> boundary, location, topographic, and utility survey <br /> site plan (dated 1/12/98) <br /> grading and drainage (dated 1/12/98) <br /> PF#298 - RCA(03/10/98) - Page 1 of 6 <br />
