Craig Barnes, McDonald's Corporation, and Steve Halverson, NIPS, Inc., <br /> were present to answer questions and provide additional information. No residents <br /> present commented on this request. <br /> 5.2 The Planning Commission discussed the proposed access easement along the <br /> western portion of the property. Concerns were expressed regarding the geed for <br /> an easement for McDonald's at this time: since other easements are not in place. <br /> Concerns were also expressed regarding the need for an east-west access between <br /> the north-south access being discussed and the frontage road. <br /> 5.3 The Planning Commission recommended approval of the request for a conditional <br /> use permit to allow the construction and operation of a new take-out/self-service <br /> restaurant (McDonald's) at 2075 Snelling Avenue North, based on the findings <br /> outlined in section 3.1 of this report and with the 11 conditions outlined in Section <br /> 4.1 of this report, with condition #9 amended as follows (6-o): <br /> 9.
