REQUEST FOR COUNCIL ACTION <br /> DATE. 3/10/98 <br /> ■ITEM NO,,, K-4 <br /> ....................................................................... <br /> Department Approval: Manager Reviewed: Agenda Section6m <br /> r <br /> Reports and Recommendations <br /> (Continued) <br /> Item Description: Professional Services Agreement with Ellerbe-Becket <br /> BACKGROUND <br /> While the need and desirability for an expansion of the Skating Center is generally <br /> accepted, the issue of how, where, and when to proceed with the expansion is made <br /> considerably more complex by the discussion on how to maximize the community benefit <br /> in the ultimate build out of the City Center campus, In response to this issue, staff has <br /> contacted firms with an expertise in both sports facilities and community master planning <br /> for assistance. <br /> Proposed is a Professional Services Agreement with Ellerbe-Becket, which has two parts: <br /> P <br /> An evaluation of the Skating, Entertainment, and Event Center expansion and <br /> renovation project—This phase provides an evaluation of the proposed Skating <br /> Center Phase 2 project with respect to the potential impact on future development <br /> potential of the Civic Center site. This evaluation will be in two parts. The first will <br /> review the proposed expansion that relates to the community facilities, including the <br /> community room, locker room, and related areas which are generally located in the <br /> northern portion of the project area. <br /> The second element is an evaluation of the possible restaurant, pro shop, and other <br /> market driven facilities (which may be part of the Skating Center Phase 2 project but <br /> are intended to proceed at a slightly slower pace), and the potential future impact <br /> on long-term development of the Civic Center site. [MOTE: This portion of the <br /> Phase 1 review would coordinate closely with the market study proposed to be <br /> completed by Mike Scott of United Properties.] <br /> I <br /> Part 2. <br /> Part 2 of the Ellerbe-Becket work plan would work with the City an defining the City <br /> Center Master Plan. The specific work program for this phase is less definite, <br /> requiring refinement with City Council in the coming weeks. <br />
