The drive-through and building <br /> have also been moved to the north and west in order to create an additional 10 feet <br /> of public space along Lexington Avenue and an additional five feet of public space <br /> along Larpenteur Avenue. This area will be sodded initially, with Larpenteur Avenue <br /> treetscape elements and landscaping being installed in conjunction with the <br /> Larpenteur Avenue reconstruction project in 1 999-2000. The facade of the building <br /> will reflect the materials and colors used in the facade of the Center. The principal <br /> material will be brick, with a broken block base, an accent band to match the <br /> base/arches, painted metal awnings, painted metal window frames, and a painted <br /> metal cap. The four arches will be of a stucco/EFIS product in order to maintain the <br /> Taco Bell identity; however} the painted metal awnings, painted metal cap, and <br /> accent strip will visually tie the arches to the rest of the building. Efforts are still <br /> being made to provide direct pedestrian access to the front of the building (vest <br /> side) from both Lexington Avenue and Larpenteur Avenue. The detached trash <br /> enclosure will be constructed of materials similar to the principal building, be roofed, <br /> and be heavily landscaped. <br /> The hours of operation of the proposed Taco Bell were discussed at length at <br /> the February 9, 1998, city council meeting. Taco Bell had originally proposed <br /> staying open until :00 a.m. to accommodate third shift workers; however, it <br /> was the general consensus of the City Council that hours should be limited <br /> to 10:00 p.m. on weekdays and 11:00 p.m. on weekends. since that meeting, <br /> it has been brought to staff's attention that numerous other businesses in the <br /> area have extended hours. Rainbow Foods is open 24 hours a day, Papa <br /> Johns (Roseville center) is open until 11:00 p.m, on weekdays and 1:00 a.m. <br /> on weekends, Blockbuster video (Roseville center) is open until 10:30 p.m. <br /> on weekdays and 12:00 midnight on weekends, Subway (Lexington Plaza <br /> sho es) is open until '10:30 p.rn. on weekdays and '12:00 midnight on <br /> pp <br /> weekends, the last show at the Roseville Theater starts at 9:30 p.m., the bar <br /> at old Mexico (Lexington Plaza), as well as the other two bars in the area <br /> (Patrick's Lounge and Ted's Liquor & Bar) are open until 1:00 p.m. used on <br /> this information, Taco Bell has indicated a willingness to close by 12-BOO <br /> midnight on weekdays and 1:00 a.m. on weekends, which is consistent with <br /> other businesses in the area and does not force therm to operate at a <br /> competitive disadvantage. <br /> 2.7 Proposed Future Tenant (Lot 3). The site formerly occupied by Margolis Nursery <br /> p ro . <br /> is proposed osed to be used as a separate pad for a future, yet-unidentified retail or <br /> service tenant. In general, permitted uses would be those uses allowed as <br /> permitted itted i n a SC zoning district, uses only allowed as conditional use in a sc <br /> zoning district would require modification to PUD agreement, and uses not allowed <br /> in a sc zoning district would be prohibited. Uses requiring no additional city action <br /> ands specific prohibited uses have also identified, as has the need for a buffer zone <br /> p <br /> on the north edge of the parcel. <br /> 2.8 Subdivision of Property.
