If so, how aggressive should ourinitial streetscaping effort beffi <br /> If the County's construction project is implemented, Roseville has on opportunity <br /> to implement some or all of the anticipated Cornerstone streetscape improvements <br /> in 1999. The level of improvements to be made is in City control. <br /> Least Aggressive: Ensure that the improvements constructed by the County <br /> allow for future City streetscape improvements— i.e. The county would <br /> construct paved raised medians that could be landscaped later. Boulevard <br /> restoration would be the minimum necessary to match existing adjoining <br /> properties. While future improvements would be limited to simple landscape <br /> island retrofits, this alternative would have no initial cost to the City, <br /> More Aggressive: The City world construct streetscape improvements <br /> concurrent with Ramsey County's project that are located between street <br /> curbs. Such improvements would include landscaped medians and <br /> decorative crosswalks. Boulevard improvements (sidewalks, street lighting, <br /> bus shelters etc.)would be postponed to future redevelopment projects. This <br /> approach would provide some immediate improvement to the area and , <br /> preserve the maximum flexibility for future redevelopment. City costs for <br /> this approach would be in the range of$150,000 (a very quick and subjective <br /> estimate l.). <br /> Most Aggressive: The City would <lLset the stage" for future development by <br /> constructing all streetscape improvements as part of Ramsey County's <br /> project. This option would maximize participation by Ramsey County but <br /> may require modifications when adjoining properties redevelop. This is the <br /> most costly alternative and could cost in the range of$500,000 depending on <br /> the scope of the project. <br /> The issues discussed above have been discussed on numerous occasions with the <br /> City Council. However, there has been very little general public review of the <br /> proposed Ramsey County Improvements. If the Council is supportive of the <br /> current plan, the County will request Roseville to hold a formal public hearing <br /> most likely in June 1998. <br />
