2.9 Section 1005.05 of the City Code identifies food take out or self-service restaurants <br /> as a conditional use in a B3 zoning district. A food take out or self-service <br /> restaurant is defined as a restaurant where a majority of the customers order food <br /> and are served food at a counter and the food is thereafter taken to a table, counter, <br /> or off the premises for consumption. <br /> Section 1005.01 D requires one space per 15 square feet of gross floor area for a <br /> fast food and/or drive-in restaurant; however, City staff has traditionally allowed a <br /> ratio of one space per 2.5 seats for similar uses within the community. <br /> Chapter 1 010 outlines design sta nd ardstreg ulatio ns for commercial and industrial <br /> development within the community. These standards are applied to new <br /> construction as well as enlargements or alterations ofexisting buildings and/or uses. <br /> Section 101 3.01 outlines the process for issuance f of a conditional use permit. <br /> TA F1 T <br /> 3.1 In reviewing this request, staff has made the following findings: <br /> 1. The redevelopment of the site as proposed will have a minimal impact on <br /> traffic in the area, as the use of the property will not be changing. <br /> 2. The proposed redevelopment of the property as proposed will not have an <br /> impact on parks, streets and other public facilities. <br /> 3. The redevelopment of the property as proposed will be compatible with <br /> contiguous properties. The site will be upgraded, additional landscaping will <br /> be installed, lighting will be upgraded, a screening fence and berm will be <br /> installed along the west property line, trash collection facilities will be <br /> attached to the building and fully enclosed, and additional catch basins will <br /> be installed to improve site drainage. <br /> 4. The redevelopment of the property as proposed will not have an adverse <br /> impact on the market value of contiguous properties. <br /> 5. The redevelopment of the property as proposed will not have an adverse <br /> I. on the general public health, safety and welfare. <br /> 6. The redevelopment of the property as proposed is consistent with the City <br /> of Roseville's Comprehensive Plan and Title 10 of the City Code (Zoning), <br /> including the City's design standards. <br /> STAFF MC_ E D fo <br /> 4.1 Based on the findings outlined in section 3.1 of this report, staff recommends <br /> approval of the request for a conditional use permit to allow the construction and <br /> PF#2982 - RCA(02/23/98)- Page 3 of 5 <br />
