REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 02!23/98 <br /> ITEM NO: T-4 <br /> artrgent Approval: ana er Approved: Agenda Section: <br /> r KL46 LAND USE <br /> Ito fn [5escription: Ramsey County request for anti interim use permit to allow concrete <br /> crushing and mixing operations for Ramsey County on county lam <br /> cated at Dent Street, north of Larpenteur Avenue (PF#2985) <br /> BAG"G D <br /> 1.1 Ramsey County's Public Works Department has requested approval of an interim <br /> use permit to allow concrete crushing and mixing operations on a portion of a 0- <br /> acre County-owned parcel located east of lent Street and north of Larpenteur <br /> Avenue. The crushing and mixing operations will allow the County to recycle <br /> materials from the existing Larpenteur Avenue in the reconstruction of this roadway. <br /> 1.2 During the 1998, 1999, and 2000 construction seasons, the County proposes to <br /> stockpile broken concrete removed from the existing road beds, gush this material <br /> and recycle the material through a concrete batch plant. The material will be reused <br /> for Larpenteur Avenue as it is reconstructed from Falcon Heights through Roseville <br /> to Dale Street. In 1998 and 1999, the crushing of old concrete would occur in the <br /> winter and spring prier to May 15th (when windows are still closed); however, in <br /> coo, concrete crushing activities would occur during the construction season. In <br /> each of the three years, the concrete ,Hiking operation would occur on two separate <br /> occasions, for up to fire days at a time, during the construction season. <br /> 1.3 Two other interim use permits for this site have been issued to Ramsey County. <br /> five-year interim use permit for the seasonal household hazardous waste collection <br /> site on this property was issued to Ramsey County in 1996. In addition, a five-year <br /> interim use permit for stump grinding acfivities was issued to Ramsey County/N P <br /> in 1997. Both of these interim use permits require annual City review. <br /> 1.4 Similar to the tub grinding operation, the concrete crushing and mixing equipment <br /> are portable machinery. Backing sounds (beeping) will be limited primarily to front <br /> end loaders because of the circulation patterns on the site, except when vehicles <br /> are used to prepare and haul batches of concrete' It is possible that at peak <br /> periods of concrete mixing and delivery to the pour site, a truck could be ented ng <br /> or leaving the site every 2-3 minutes. This would Bast for up to five days at a time; <br /> however, there would be only two such occasions during each construction season. <br /> 1.4 It is anticipated that recycling the concrete materials will save Ramsey County (and <br /> its taxpayers) approximately $500,000, as shorn on the attached impacts matrix. <br /> RF#2985- RCA(02/23/98)^ Page 1 of 6 <br />
