REQUEST FOR COUNCIL DISCUSSION <br /> DATE: 11/18/02 <br /> ItemNo: I I I-A <br /> Department Approval Approval Agenda Section: <br /> DPW/CB P TATION,- JILSULS51ON <br /> Item Description: Presbyterian Homes Discussion Regarding Proposal for the <br /> Redevelopment of Hamline Shopping Center & public assistance <br /> (PF3445) <br /> 1.0 INTRODUCTION <br /> 1.1 Representatives from Presbyterian Homes, a local housing developer, have requested <br /> an introductory discussion with the City Council regarding their redevelopment <br /> proposal for the Hamline Shopping Center site and possible public financial <br /> assistance. <br /> 2.0 BACKGROUND <br /> 2.1 The Hamline Shopping Center site is part of the Arona-Hamline Neighborhood <br /> Master Plan area. Presbyterian Homes has been involved with the master plan for that <br /> site since its inception with a proposal to tear down the existing Hamline Shopping <br /> Center and build a mix of senior housing and neighborhood retail. This concept is <br /> included in the approved Arona-Hamline Neighborhood Master Plan. <br /> 2.2 Presbyterian Homes have made a Land Use application for rezoning of the entire <br /> Hamline Shopping Center site and office building to a Planned Unit Development. <br /> The application is scheduled for review by the Planning Commission at the December <br /> 4, 2002 meeting. <br /> 3.0 ARONA-HAMLINE MASTER PLAN & PRESBYTERIAN HOMES PROPOSAL <br /> 3.1 The following vision statement and planning principles (from the adopted Master <br /> Plan) are used as a guide in the development of the Arona-Hamline Neighborhood <br /> Area. <br /> The Arona-Hamline Neighborhood Master Plan (the Plan) seeks to create a unique <br /> livable community that blends housing, commercial and public open space with <br /> quality design, improved circulation and public gathering spaces. It is the vision of the <br /> Plan to "Connect, Balance, and Renew the Neighborhood for the Betterment of <br /> the People in the Neighborhood and the City of Roseville". <br /> The Plan seeks to create new housing opportunities that will enhance and blend <br /> with the existing residential neighborhood, encourage neighborhood investment <br /> and pride, and enhance the quality of life throughout the area. <br /> PF3445 —RCD—Pres Homes Proposal (I 11802) Page 1 of 3 <br />
