B. <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Consent <br /> Item Description: Final contract acceptance for Larpenteur Avenue Streetscape, <br /> City Project P-SW-99-14 <br /> Background: Larpenteur Avenue Streetscape, City Project P-SW-99-14, was awarded to Environmental <br /> Associates, Inc. on June 27,2000. The installation of streetlights, vegetation, sidewalk and other decorative <br /> elements were constructed in conjunction with Ramsey County's road reconstruction project. This work was <br /> completed during 2000 and 2001. At this time, all final punch list items have been completed, and the <br /> contractor has requested final payment. <br /> Policy objectives: City policy requires that the following items be completed to finalize a construction <br /> contract: <br /> • Certification from the City Engineer verifying that all of the work has been completed in accordance <br /> with plans and specifications. <br /> • A resolution by the City Council accepting the contract and beginning the one-year warranty. <br /> Financial implications: Larpenteur Avenue Streetscape was a Federal Transportation Enhancement <br /> Project. Construction costs were eligible for a 80120 cost participation split. The project was expanded <br /> substantially after the feasibility report was approved as a result of additional federal funds being made <br /> available. Please see attached financing summary for details. <br /> The final contract amount, $2,070,993.29 is $132,011.29 greater than the awarded amount of $1,938,982. <br /> This represents an increase in contract of approximately 6.8%. 3.5% of this is due to unanticipated <br /> coordination issues between Ramsey County's Reconstruction Project and the Streetscape Project. 3%is <br /> from additional work needed to complete the project and 0.3% is from quantity overruns. <br /> This project was started at the end of the County's reconstruction project. There were areas that the <br /> County's plans did not take into account the City's streetscape plans and vice versa. As a consequence, <br /> additional grading and retaining wall work needed to be done. Additional water services were tapped for <br /> sprinkler systems, electrical conduit for streetlights, and drainage corrections for Roseville Center. <br /> Much of the additional work and quantity overruns were the result of concerns brought to us by property <br /> owners. As is our practice, we corrected additional items brought to us by property owners, these included <br /> drainage concerns, sod replacement, driveway slopes, sprinkler damage, and wall extensions. These extras <br /> added to plan quantities and caused a portion of the cost overruns. <br />
