REQUESTFORCOUNCILACTION <br /> Date: 12/9/2002 <br /> Item No: XI. F. <br /> Department Approval: Manager Approved: Agenda Section: <br /> A Consent <br /> Item Description: Authorization to Enter into a Joint Powers Agreement with the City of Oakdale <br /> Background <br /> Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br /> agreements (JPA) for the joint exercise of powers that are common to each. Over the past six months, the <br /> City of Oakdale and the City of Roseville have held on-going discussions in regards to the sharing of <br /> management information systems support. <br /> The City of Roseville currently employs two full-time employees to administer the City's information <br /> systems. A third budgeted position is in the process of being filled. In addition, the City also maintains <br /> joint powers agreements with six surrounding cities to provide similar support, although on a lesser basis. <br /> The proposed JPA with the City of Oakdale is similar to the other Agreements in both structure and <br /> substance. <br /> Discussion Items <br /> In an effort to ensure periodic, part-time computer and technical support services, the City of Oakdale <br /> wishes to engage the City of Roseville in a joint powers agreement. Staff believes that the City of <br /> Roseville can provide the technical support desired by the City of Oakdale without compromising services <br /> to Roseville. <br /> The attached JPA has been approved by the City of Oakdale and is awaiting approval from the Roseville <br /> City Council. <br /> Budget Impact <br /> Both the existing, and proposed JPAs provide non-tax revenues to support City operations. The hourly <br /> rates charged to other cities are approximately twice the total cost of the City employee. (Yet substantially <br /> lower than could be obtained from private companies — hence the value to other cities is greater). <br /> There is no immediate budget impact. The presence of this JPA along with existing budgeted revenue <br /> sources is sufficient to fund the City's personnel and related information systems costs. <br /> Council Action Requested <br /> Approve the Joint Powers Agreement with the City of Oakdale for the purposes of providing periodic, part- <br /> time information systems support. <br />
