REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 02/09/98 <br /> ITEM NO: j-1 <br /> Department Approval: Manager Approved: Agenda Section: <br /> IW/at ORDINANCES & <br /> RESOLUTIONS <br /> Item Description: City of Roseville request to amend Section 1012.10(A) of the City <br /> Code (Private and Commercial Antennas and Towers)(PF 974) <br /> J,Q R <br /> EQUESTED ACTION <br /> 1.1 The City of Roseville proposes to amend section 1012.10(A) of the City Code <br /> (Private and Commercial Antennas and Towers) to include the placement of <br /> communication antennas on existing public utility structures and tourers as a <br /> permitted use in all zoning districts. <br /> 1.2 The City Council held the first reading of this ordinance at the January 12, 1 998, <br /> City Council meeting. A second reading was held by the city council on <br /> January 26, 1998; however, a two-thirds majority of the full city council (four <br /> members) were not present during the vote. For this reason, a third reading <br /> is required. <br /> 2,0 BACKGROUND <br /> 2.1 Over the past several months, the concept of placing communication antennas on <br /> existing public utility structures, such as the NP transmission towers, has been <br /> discussed with US West Wireless. US West has recently entered into an easement <br /> agreement with N P which will allow US West to place telecommunication facilities <br /> on existing N P towers within the community. The joint use of public utility <br /> structures and towers has not been considered in the past; therefore, the City Code <br /> does not address such an arrangement in the regulations for communication towers <br /> and antennas. Section 1012.10 of the City Code does not allow the installation of <br /> antennas on existing public utility structures or towers as either a permitted or a <br /> conditional use. <br /> The joint use of existing public utility structures and tourers will reduce the need for <br /> additional communication towers within the community. By placing antennas on <br /> existing electrical transmission towers and similar structures, the needs of bath the <br /> City and the wireless telecommunications industry can be met: the wireless <br /> telecommunications industry can provide seamless coverage and the City can <br /> protect the visual landscape from the often blighting influence of additional towers. <br /> INCA(P F# 974)-02/09/98- Page I of 3 <br />
