F-3 <br /> i e artment Approval: Manager Approval: Agenda Section; <br /> Reports/Recommendations <br /> Ite Description: Roseville Housing Improvement Program- <br /> Rambler <br /> 1.0 B_ac ro rid: <br /> 1.1 The Roseville Housing Improvement Program has a number of successes such as the <br /> House and Garden Fair, the Rambler Renaissance Program, the Replacement <br /> Housing Program, Small Rental Rehab Loan Program and the Mixed Use Cornerstone <br /> Program,Together they are small steps toward the community's ultimate goals of <br /> becoming a 'fircft ring" innovative housing design program. All of these housing <br /> programers foilow the key concepts of 1) being consistent with the comprehensive plan, <br /> 2) fulfilling our housing plan goals, ) encouraging community self-reliance and <br /> education to create and retain housing value, 4) using expert "coaches" to start the <br /> programs, and ) remaining small and incremental, not creating large bureaucratic <br /> staff- driven programs. <br /> O Rose 's Rambler RWgii E=n ram <br /> 2.1 A program Frith many names, this rambler redesign program had over 80 applicants <br /> for three design slots its 1997. Interest has been very high since the day the program <br /> was announced. The program has become a demonstration technique to help <br /> homeowners put professional design, value, and utility back into our 1950's and 1960's <br /> housing stock. The city has used another consultant "coach", Steve Q uar n to get this <br /> program started and to develop a track record. This program has been funded by the <br /> Roseville Housing Fund. Originally staff projected completing three homes per year for <br /> three years (g total homes) and then re-evaluate the program. <br /> ;t. <br />
