2.2 The program assists families who would like to remain in Roseville and create an
adaptable home for their family and a more marketable home for the next owner.
Homes display some of the following redesigned features and upgraded functionality:
larger Kitchens and eating areas, adding bedrooms and newest design elements like
great rooms or computer rooms, as well as double garages and new front entries with
more stmt appeal.
2.3 In 1997 the program costs were approximately $32,000 which included hiring a Q A
as the coordinator and the services of architect Tim Fuller. Three families were
awarded grants in 1997 to assist with the redesign of their home. Two of the three
have programed far enough to contract with remodeling contractors to have the work
done in the spring and summer of 1 998. (The designs for these two homes will be
displayed at the upcoming 2nd Annual Hone and Garden Fair, February 28th.) Staff
found that it was too ambitious to plan for redesign and construction work in a twelve
month period - K more likely takes 18 to 24 months to see new brick and mortar. The
city also received a $15,000 grant. from the Metropolitan Council's Livable Community
Fund to record and promote this type of quality redesign and remodeling project. The
video should be completed this summer with the help of ,ferry Beck.
r 1998 Pr+oU R am le--r Rem" n- Prograr-
3.1 For this year (1998) the staff proposes a number of changes. First the program would
not be announced and nor would applications be accepted until the House and
Garden Fair February 28th. The three selected homes would be announced by the
Mayor and the Council at the first meeting in Aphl, 11998. QSA would continue to
administer the program for the city, with Tim Fuller acting as lead architect. However,
owners may select another Minnesota registered architect of their choice as long as
the architect agrees to the general principles of the design program.
3.2 The total budget for 1998 would be $34,000. The design grants would be a 50%
matching grant or $9,000 whichever was less for architectural consuffing time. The
remaining $7,000 will be split between program administration (QSA) and program
2
