2. The concept site development plans originally submitted with the application <br /> have been modifed to reflect concerns expressed during review of this <br /> reject. Final development plans will be submitted prior to final development <br /> plan review and final plat review by the City Council. <br /> Modifications to the overall Center concept development plan include: 1) <br /> development of a concept building elevation which incorporates design <br /> elements of the La r R enteur streetscaipe plan and creates a unique center; ) <br /> development of a concept pylon sign elevation which reflects the proposed <br /> design of the center and is `igrounded11; ) the preparation of a preliminary <br /> landscape plan which includes includes the placement of landscaping on <br /> islands within the existing parking area and at the perimeter of the site. <br /> Design features of the building elevation include replacement of the metal <br /> roof with a new metal roof (exact colors not yet finalized; however, a slate <br /> blue color is shorn on the colored version of the proposed building <br /> elevations), installation of a main tower and/or corner tourers, roof line <br /> elements to address the changes in grade} placement of masonry around the <br /> existing columns (brick with broken block base), designation of a sign hand <br /> and development of consistent sign age over time through the use of tenant <br /> sin design criteria, and painting of the north side of the budding in a <br /> complementary color. <br /> Modifications to the Taco Bell site inci ude: 1) lowering the drive-through and <br /> placing a retaining wall around the drive4hrough in order to create a physical <br /> and visual barrier between vehicles on the site and pedestrians on the side <br /> rally; shifting the building 10 feet to the west and five feet to the north in <br /> order to create additional public space east and south of the wall around the <br /> d rive-throe } �addin architectural interest to the exterior of the building <br /> �h•� <br /> with the use of materials that complement the Center as well as the <br /> proposed streetsca a elements on Larpenteur Avenue; 4) providing <br /> pedestrian access to the front of the building (west side) from Lexington <br /> Avenue. The exterior of the building will be a combination of masonry <br /> materials brick as the primary material, with a stucco/E F I s product on the <br /> four arches and rock face Mock similar in color to kasota stone). Arches will <br /> be located on all four sides of the buiding, with banding and a metal cap <br /> being used to accent the wails and tie the design elements together. <br /> Awnings, lighting, and and window frames will complement the overall color <br /> � <br /> and design of this building and the Center. Because of grade differentials <br /> and the need to accornodate other concerns, Taco Bell is proposing to have <br /> adetached trash enclosure. The enclosure will be constructed of materials <br /> similar to the principal buiding, be roofed, and be heavily landscaped. <br /> 3. s <br /> The City is working with Ds U on the development of specific streetscape <br /> elements to installed in conjunction with the reconstruction of Larpenteur <br /> Avenue in 1999. <br /> PF#2963- RCA(01/26/98)- Page 6 of 9 <br />
