REQUEST FOR CITY COUNCIL A C TION <br /> DATE: 0 1/26/98 <br /> ITEM NO: J-1 <br /> Department Approval: Manager Approved: Agenda Section: <br /> ORDINANCES <br /> RESOLUTIONS <br /> Item Description: city of Roseville request to amend Section 1012.10(A) of the City <br /> Code (Private and Commercial Antennas and Towers)(P F#2974). <br /> REQUESTED A CLP <br /> 1.1 The City of Roseville proposes to amend Section 1012.10(A) of the City Code <br /> (Private and Commercial Antennas and Towers) to include the placement of <br /> communication antennas on existing public utility structures and towers as a <br /> permitted use in all zoning districts. <br /> 1.2 The City Council held the first reading of this ordinance at the January 12, 1998, <br /> City Council meeting. <br /> BA cRo � <br /> 2.1 Over the past several months, the concept of placing communication antennas on <br /> existing public utility structures, such as the NSP transmission towers, has been <br /> discussed with US West Wireless. US Kest has recently entered into an easement <br /> agreement with N P which will allow Us West to place telecommunication facilities <br /> on existing N P towers within the community. The joint use of public utility <br /> structures and towers has not been considered in the past; therefore, the City Code <br /> does not address such an arrangement in the regulations for communication tourers <br /> and antennas. section 1012.10 of the City Code does not allow the installation of <br /> antennas on existing public utility structures or towers as either a permitted or a <br /> conditional use. <br /> 2.2 The joint use of existing public utility structures and towers will reduce the need for <br /> additional communication towers within the community. By placing antennas on <br /> existing electrical transmission towers and similar structures, the needs of both the <br /> City and the wireless telecommunications industry can be met: the wireless <br /> telecommunications industry can provide seamless coverage and the City can <br /> protect the visual landscape from the often blighting influence of additional tourers. <br /> 2.3 Sectio n 1012.1 O(A)(12)of the City code outli nes exception s to the p rovision s of thr is <br /> section. Antennas attached to, but not above, the exterior walls of buildings as an <br /> integral part of the architecture are a permitted use in all Business and Industrial <br /> zoning districts.
