The placement of telecommunication antennas on existing public utility <br /> structures and towers will reduce the need for additional towers within the <br /> community, while addressing the needs of the telecommunications industry. <br /> 4. The placement of telecom munication antennas on existing public utility <br /> structures and towers will have a minimal visual impact; therefore, such <br /> placement is an appropriate permuted use in all zoning districts with <br /> administrative review. <br /> 5. The proposed City Code amendment is 'in harmony with the general purpose <br /> and intent of the City's Comprehensive Plan and Title 10 of the City Code <br /> (Zoning). <br /> 6.
