REQUEST T FOR COUNCIL ACTION <br /> DATE: 1/28/98 <br /> ITEM NO: F-3 <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> Reports and Recommendations <br /> Item Description: Authorization to Proceed on Plans and Specifications as per the <br /> Concept Plan for the Expansion of the Roseville Skating Center. <br /> BACKGROUND <br /> In 1997, the City Council authorized the firm of Bonestroo, Rosene and Anderl i k to develop <br /> preliminary drawings for the expansion of the Roseville Skating Center. The following is <br /> background information for the expansion project: <br /> History of SkatinaCenter <br /> The following is a chronology of events leading to the development of the project <br /> to expand the Roseville Skating enter: <br /> 1. In 1959, the Roseville Arena was constructed.. <br /> 2. In 1 993, the John Rose Minnesota OVAL was constructed and attached to <br /> the Roseville Arena. <br /> 3. In 1 994, The City of Roseville made application to the Minnesota Legislature <br /> and was granted $500,000 for an expansion and improvement of the <br /> facilities. <br /> 4. In 1995, the Parks and Recreation Department was reorganized and the <br /> Roseville Skating Center was created. <br /> 5. In 1996, the City of Roseville made application to the Minnesota Amateur <br /> Sports Commission and was granted $50,000 for improvements to the <br /> Roseville Arena. <br /> S. In 1997, the Council appointed a citizens committee to investigate the <br /> recreational infrastructure needs of the community. This committee <br /> recommended that the Skating Center be expanded. <br /> 7. In 1997, the City Council authorized the consulting firm of Bonestroo, Rosene <br /> and Anderlik to prepare plans for the expansion of the Skating Center. <br /> B. In January 1998, the Parks and Recreation Commission unanimously <br /> recommended the project as proposed. <br /> Process <br /> The proposed design of the project was developed using the following process: <br /> a. Staff completed a review of needs outlined in the Parks and Recreation <br /> System Plan. <br />
