The redevelopment of the site as proposed will have a minimal impact on <br /> traffic in the area, as the use of the property will not be changing. <br /> 2. The proposed redevelopment of the property as proposed will not have an <br /> impact on parrs, streets and other public facilities. <br /> 3, The redevelopment of the property as proposed will be compatible with <br /> contiguous properties, with the exception of the pre-existing non-conforming <br /> freestanding sign. Access and egress will be improved, sight lines along the <br /> frontage road will be improved, internal traffic circulation will be improved, the <br /> overall appearance will be improved, and landscaping of the site will be <br /> improved. An existing six foot hoard on board fence and over-story trees <br /> along the western property line provide an adequate screen from the <br /> adjacent high density residential uses to the west. <br /> 4. The redevelopment of the property as proposed will not have an adverse <br /> impact on the market value of contiguous properties. <br /> 5. The redevelopment of the property as proposed will not have an adverse <br /> impact on the general public health, safety and welfare. <br /> 6. The redevelopment of the property as proposed is consistent with the City <br /> of Roseville's Comprehensive Plan and Title 10 of the city Code (Zoning), <br /> including the City's design standards, with the exception of the pre-existing <br /> non-conforming freestanding sign. <br /> 4.0 STAFF RECOAMF.NDATiON <br /> 4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends <br /> approval of the request for a conditional use permit to allow the construction and <br /> operation of a new take-out/self-service restaurant (Arby's/Sbarro) at 2105 Snelling <br /> Avenue North, with the following conditions: <br /> The site must be developed in accordance with the final plans (site plan <br /> dated 01/07/98, construction plan dated 12/30/97, demolition plan dated <br /> 12/30/97, directional signage plan dated 12/30/97, building elevation and <br /> materials plan dated 12/15/97, and landscape plan dated 01/07/98) <br /> submifted and approved in conjunction with the request for a conditional use <br /> permit. Minor variations from the approved plans may be approved by the <br /> City's Development Review co rn mittee, under the direction of the <br /> Community Development Director; however, any substantial departures from <br /> the approved plans will require an amendment to the conditional use permit. <br /> 2. Prior to a building permit being issued for the project, the applicant must <br /> provide the city with written permission/approvals that off-street parking for <br /> employees and construction workers will be provided on another site.
