The purposes of these programs <br /> are to: <br /> a. improve the quality of life for residents through life safety <br /> improvements. <br /> b. maintain and strengthen the functions, performance, and value <br /> in the existing housing stock. <br /> G. cleanup and strengthen neighborhoods, reducing the possibility <br /> of the disinvestment cycle. <br /> d. provide life style choice in housing that fits the needs of <br /> residents at all ages. <br /> e. encourage older residents and families to remain in the <br /> community and younger citizens and families to join the <br /> community and strengthen the neighborhoods and schools. <br /> f. continue to implement the Roseville Livable Community <br /> Housing Action Plan through these programs. <br /> in 1997 the staff concentrated on programs which directly affected single <br /> family home owners, since 60% of the housing stock in Roseville is single <br /> family. It is difficult to measure the impact of a one year program in housing <br /> because the start-up time is so lengthy. A second year of continued support <br /> is recommended by the staff. <br /> Apart of the overall program has been to assist the rental community as <br /> well. For 1998, the staff has proposed adding a rental rehab program for <br /> small buildings (there are 60 buildings with 4 to 25 units) in which the city <br /> would act as an active ombudsman to meet with and alert owners and <br /> t <br /> AT" CDR. 1.2 <br />
