2.3 Community Development Block rants/HOME Funds. The City <br /> participates in the Ramsey County Community and Economic Development Department <br /> - Suburban Rental New and Rehabilitation Loan Program with funding from the CDBG <br /> and HOME programs. The county receives approximately $430,000 annually. <br /> Applicants apply directly to the Ramsey County Community and Economic <br /> Development Department. Loans are normally for projects with more than 25 units. <br /> Financing terms are flexible and competitive (one to two points below prime, repayable <br /> over 10 years). The average loan is between $75,000 and $125,000; the maximum <br /> loan is $250,000. Annual deadlines for applications are in early February. Call the <br /> Ramsey County Community and Economic Development CDBG/H M E Coordinator for <br /> details (266-8006). <br /> 2.4 New Multi-family Rental Construction. The Ramsey County <br /> Community and Economic Development Department - Suburban Rental (New) Loan <br /> Program is funded from tax credit proceeds, the MHFA mortgage program, CDBG and <br /> HOME (Horne Investment Partnership) programs. Flexible gap financing can he <br /> provided for lard acquisition, site preparation, and construction. The property must <br /> comply with all federal program requirements. Priority is given to rental properties that <br /> provide housing <br /> to very low income households, large families, and elderly and there is <br /> a first come-first serve waiting list. Funds are limited, available in the summer. New state statutes allow cities to establish special improvement districts to <br /> allow for rehabilitation of commonly owned housing such as condominiums and <br /> townhome J ro'ects where common issues such as roofing, siding, windows, paving, <br /> p <br /> landscaping and other improvements may be financed through a long terra, low interest <br /> p g <br /> special assessment to all property owners within the project.
