WORK SESSION AGENDA ITEM NO 2 <br /> Memorandum <br /> January 14, 1998 v <br /> Steve Sarkozy, City Manager <br /> From. Mari. P. Feel, Public Works Director <br /> Central Ramsey watershed Management organization <br /> The Central Ramsey watershed Management organization (CRWMO) was formed in 1985 to <br /> satisfy the requirements of the State Surface Water Management sect, Chapter 509. The <br /> RwM0 was organized as a joint powers agreement between Roseville, Falcon Heights., <br /> Maplewood and St. Paul. A reap depicting + RwMO boundaries is attached. <br /> By its original design, the joint powers agreement limits the CRwMO purer and requires that all <br /> major expenditures be approved by each city council. Traditionally} the majority of water <br /> resource issues within the CRWMO have been handled separately by each city in accordance <br /> with their approved surface water management plan. For instance, Roseville initiated <br /> improvements to the Mc arrons.Lake watershed in response to citizen concern. VVhile the <br /> Mc arrons Labe improvements were identified in the CRWMO plan, there was no CRWIL\40 <br /> participation in its implementation. Similarly, development proposals are not reviewed <br /> p r <br /> individually by the RwMO but are reviewed by the affected member city. Recently, three <br /> issues have been raised which threaten the continued viability of the Rw11M0. <br /> 1) Required revisions to the Joint p owers agreement <br /> The Board of water-and S oil Resources B W R) has required that the CRWMO J o int <br /> powers agreement be revised to comply with current law. Basically, the law requires that <br /> the CRWIVIO be able to spend money and resolve issues without individual city council <br /> approval. Such a change is contrary to Ro sevi lle's current philosophy to the power <br /> of joint powers organizations. <br /> 2 Trout Brook Interceptor Reconvnance <br /> For some time, the Metropolitan Council has attempted to transfer ownership of the Trout <br /> Brook interceptor to a local juri sdiction. The Trout Brook interceptor is a large diameter <br /> storm sewer pipe which drains a large portion of the CRWMO to the Mississippi Diver. <br /> Most recently, the Met Council has proposed to convey ownership jointly to the <br /> RwMO cities. Roseville has not agreed to the reconveyance, largely due to the initial <br /> purchase price of the facility. The Metropolitan Council has threatener)to seep special <br /> legislation to force the reconveyance or to force the formation of a watershed district <br />
