WORK SESSION AGENDA NOi 6
ROSEVILLE FIRE DEPARTMENT
MEMORANDUM
TO: Steve Sarkozy
FROM: Dick Forliti
SUBJECT:: LADDER 728
DATE: January 15, 1 99 S
As you are well aware, we are faced with the single bid issue for the replacement ladder truck. The
truck committee was very disappointed in that other manufacturers did not participate in the hid
process.
The committee felt very optimistic that the spec format did allow for multiple venders to hid;
however, this was not the case. You should know that the single bid scenario is not unique to
Roseville. I have learned, by asking the question, that there are many fire departments in Ramsey
County and throughout the state that are one-hid recipients for new truck purchases. This appears
to be the trend (becoming more commonplace) in the fire service.
I do realize that this is not the most comfortable position to be in with only one bid on the table;
4.
however, I strongly recommend the acceptance of this bid for the following reasons:
* comparable truck purchase comparisons from other fire departments confirm a very
competitive bid was submitted.
this is the first titre, to nay knowledge} 4hat a vehicle bid proposal carne in under budget.
* approximately one year ago we were offered a demo ladder truck by the same bidder
for$529,000 (this truck did not meet our specifications in many areas).
a re-bid process will not guarantee us that we will receive any more bids or for that matter
any bids at all.
if Pierce chooses to re-bid, an automatic 3% ($15,900) will be added to the original bid
price due to their annual increase. It is also the committee's consensus that we would see
an additional significant price increase above and beyond the %.
* the existing ladder truck is not in full service due to mechanical problems and we cannot
delay the replacement process any longer.
I strongly feel that this vehicle will best serve the department and the Roseville community
for the next 0+gears and I also believe that we would not be able to take advantage of
the initial low cost submitted by Fierce if this should go out for re-bid.
