Regular City Council Meeting <br /> Monday, September 12, 2011 <br /> Page 25 <br /> less the contingency used for restoration of previous program cuts at $53,635; to- <br /> taling a net change of$385,920 at 2.0%; tying into page 2 of the staff report. <br /> Mayor Roe spoke in support of allowing additional leeway in the not-to-exceed <br /> levy until more discussion occurred on the PIP and how to address the PIP going <br /> forward and its relationship to the Park Master Plan implementation. Mayor Roe <br /> suggested that the CIP Task Force may want to have additional discussion on that <br /> specific item. <br /> For purposes of the preliminary levy, Councilmember Willmus spoke in support <br /> of the motion; reiterating his request to staff for additional information on union <br /> contracts. <br /> Roll Call <br /> Ayes: Willmus; McGehee; Johnson; and Roe. <br /> Nays: Pust. <br /> Motion carried. <br /> For the record, Councilmember Pust recognized the framework and the City <br /> Council's focus on making up for capital needs that should have been addressed <br /> by past City Councils; however, she asked that the City Council also consider <br /> that, since 2004 or for seven (7) tax years, property taxes in Roseville had raised <br /> an average of 31%total; and opined that this represented a very large number. <br /> Along those lines, Councilmember McGehee questioned why things were not be- <br /> ing maintained with that significant of an increase. <br /> Councilmember Pust suggested that maybe the City had too much to maintain. <br /> Councilmember McGehee, in her review of 2004—2010 and total annual expend- <br /> itures during that period, noted that expenditures actually decreased, but at the <br /> same time, cost of living adjustments (COLA) increased by 15.9% and the con- <br /> sumer price index went up 17.6%. Councilmember McGehee opined that it was <br /> apparent that the budget was reduced during that period. <br /> Johnson moved, Willmus seconded, adoption of Resolution No. 10929 (Attach- <br /> ment B) entitled, "Resolution Directing the County Auditor to Adjust the Ap- <br /> proved Tax Levy for 2012 Bonded Debt;" reducing the debt to $289,187.20) from <br /> that originally scheduled upon the issuance of bonds, now being paid by debt ser- <br /> vice reserves. <br /> Roll Call <br /> Ayes: Willmus; Pust; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> Johnson moved, Willmus seconded, adoption of Resolution No. 10930 (Attach- <br /> ment C) entitled, "Resolution Adopting the Preliminary 2012 Annual Budget for <br /> • <br />
