Regular City Council Meeting <br /> Monday, September 12, 2011 <br /> Page 28 <br /> Councilmembers Willmus and Johnson advised that they were unable to attend. <br /> Councilmember Pust advised that she didn't with to attend; and questioned the <br /> value of this type of training, when there were so many opportunities available <br /> through technical and/or best practice options, such as receiving materials via In- <br /> ternet or participating in webinar conferences and training. Councilmember Pust <br /> opined that there must be a reason why no City Councilmembers had attended <br /> since 2002; and while recognizing the need for networking with colleagues, she <br /> didn't see any value in authorizing attendance at this conference, also noting that <br /> the City was no longer a member of the National League of Cities. <br /> City Manager Malinen encouraged individual Councilmembers to get involved <br /> with local organizations, such as the League of Minnesota Cities (LMC) and oth- <br /> ers that may prove beneficial. <br /> Councilmember Pust spoke in support of local LMC conference options. <br /> Mayor Roe opined that the offerings for this specific conference didn't appear to <br /> have any great value; and it appeared to be Council consensus to not have a Rose- <br /> ville City Council elected official attend. <br /> 13. Business Items—Presentations/Discussions <br /> a. Infrastructure Improvements for the Twin Lakes AUAR Area Final Report— <br /> Update <br /> City Engineer Debra Bloom and Community Development Director Patrick <br /> Trudgeon were available for this presentation. Mr. Trudgeon noted that the pur- <br /> pose of tonight's presentation was for discussion and information only; and that <br /> formal adoption would be sought at the City Council's September 26, 2011 meet- <br /> ing. Mr. Trudgeon clarified that the allocation agreement was a freestanding doc- <br /> ument, and was not incorporated in the overlay district document, but that it <br /> would be referenced. <br /> Mr. Trudgeon briefly summarized the information included in the staff report <br /> dated September 12, 2011 related to infrastructure improvements for the Twin <br /> Lakes AUAR Area—Final Report adopted in February of 2008; and updated later <br /> that same year, and again in April of 2010. Mr. Trudgeon advised that these fre- <br /> quent reviews were intended to ensure that infrastructure needs identified in the <br /> AUAR were being addressed; and that cost estimates were updated and propor- <br /> tionally assigned to parcels throughout the redevelopment area. <br /> Traffic Costs <br /> Ms. Bloom provided background on various scenarios, based on the guidance of <br /> the Comprehensive Plan with Scenario being the most intense, and Scenarios B <br />
