Regular City Council Meeting <br /> Monday, September 12, 2011 <br /> Page 38 <br /> instead suggested that a nine (9) month evaluation (mini-360 and current rating <br /> system with a list of accomplishments to-date) be used; and then this new format <br /> be used in evaluating City Manager Malinen for a fifteen (15) month period based <br /> on those identified goals. <br /> Councilmember Johnson thanked Councilmember Pust for her work; however, he <br /> expressed how this tied into the survey; and while agreeing with the criteria, how <br /> it could be incorporated into the public domain. Councilmember Johnson advised <br /> that he was working with another organization on a manager survey, and he was <br /> finding that there were many questions not applicable in the public realm that <br /> would be applicable for review by in-house staff or with the City Council. <br /> Mayor Roe questioned if this proposal was to change the review form, but noted <br /> that goals are one of the City Manager contract. <br /> Councilmember Johnson opined that the survey should be more comprehensive as <br /> well. <br /> Mayor Roe opined that a list of goals and measurement outcomes was one aspect <br /> of a review; and the survey was more about qualitative attributes. <br /> Councilmember Pust concurred with Councilmember Johnson that this entire list <br /> should not be distributed to the 360 participant list; but categories under compe- <br /> tencies were taken directly from the survey; and further review of those items ap- <br /> propriate or applicable for the public would need to be done. <br /> Councilmember McGehee opined that there should be a different survey for the <br /> public and another for Department Heads. Regarding this document, Council- <br /> member McGehee opined that her biggest problem was what was missing; and <br /> that these ideas from staff and the City Council had little to do with the City Man- <br /> ager's review, when their completion or lack thereof was based on who he as- <br /> signed them to on his staff; rather than what her was personally moving forward <br /> with. <br /> At approximately 10:05 p.m., Johnson moved, McGehee seconded, extending the <br /> meeting for another five minutes to complete this discussion. <br /> Roll Call <br /> Ayes: Willmus; Pust; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> Councilmember McGehee requested more time to review this document and to <br /> evaluate the work of the City Manager and his creativity; not what he delegated to <br /> other staff. <br />
