Regular City Council Meeting <br /> Monday, September 12, 2011 <br /> Page 39 <br /> Councilmember Pust recognized the sentiment expressed by Councilmember <br /> McGehee; however, she opined that the leader of an organization is judged on <br /> what he and his staff accomplish. Councilmember Pust expressed her willingness <br /> to look at suggestions to make the document better. <br /> Related to the suggestion to make this a 2012, 15-month review process, Mayor <br /> Roe opined that it made sense, and expressed his interest in improving on the <br /> 2011 process. Mayor Roe opined that his point in attaining goals and attributes of <br /> an individual as an employee was based on measuring goal outcomes; but also on <br /> those attributes of an individual that earlier surveys focused on; and noted that he <br /> was not interested in making this the survey and replacing the rest. <br /> Councilmember Johnson advised that, if there was consensus for Councilmember <br /> Pust's suggestion to perform a nine (9) month review, followed by this fifteen <br /> (15) month review in 2012, he needed to coordinate with Human Resources Di- <br /> rector Eldona Bacon on getting the review process implemented and formulate a <br /> survey for those nine (9) months. Councilmember Johnson suggested that the ex- <br /> isting survey and existing goals be used for that nine (9)month review. <br /> Mayor Roe noted that the goals were not part of the survey process; while Coun- <br /> cilmember Johnson clarified that they were part of the evaluation system. <br /> Mayor Roe spoke in support of Councilmember Johnson proceeding with the nine <br /> (9)month review process to make it more manageable at this late date. <br /> Councilmember Johnson advised that he would move forward with Ms. Bacon <br /> accordingly. <br /> Mayor Roe expressed interest in broadening the employee participation since City <br /> Manager Malinen had now been on board for 4.5 years, and employees may have <br /> had more interaction with him beyond just Department Heads. <br /> Councilmember Johnson advised that Assistant Directors would be included to <br /> broaden the participant list; and would consult with Ms. Bacon on how best to in- <br /> volve staff. <br /> City Manager Malinen noted that Assistants had participated in the past. <br /> Councilmember McGehee expressed interest in participating in the process; and <br /> Councilmember Johnson welcomed her as his "assistant" in the process with the <br /> existing process. <br /> With Council consensus, Mayor Roe appointed a subcommittee of Councilmemb- <br /> ers Johnson and McGehee for the nine (9) month evaluation of City Manager Ma- <br /> linen. <br />
