■O BA O L0 <br /> 2.1 Mendota Homes, Inc. holds a purchase agreement for a 2.97 acre parcel .8 acres <br /> with required right-of-way dedication for County Road ) at the intersection of <br /> County Road C2 and State Highway 88, which is owned by Williams Pipeline <br /> Company. The property is located in an R1, Single Family Residential District, and <br /> is designated as MR, Medium Density Residential (4-10 dwelling units per acre) on <br /> the City's Comprehensive Plan Map. Adjacent land uses include single family <br /> residential to the north across County Road C2, industrial to the east and southeast <br /> across State Highway 88 (Williams Brothers tank farm), single family residential of <br /> large lots directly to the unrest, townhomes (medium density residential) to crest <br /> across old Highway 8, and condominium buildings (high density residential) to the <br /> southwest. <br /> 2.2 The Planning Commission held a sketch plan review of this request on March 12, <br /> 1997. The applicant originally intended to seep rezoning of this parcel from Single <br /> Family Residential to Medium Density Residential. Since last spring, the applicant <br /> has obtained control of a second parcel adjacent to and west of this parcel. Part of <br /> this second parcel is located within the City of Roseville and part is located within <br /> the Village of St. Anthony. In order to approach the phased project in a <br /> comprehensive manner and address the joint jurisdiction issues, the applicant is <br /> now requesting approval of a residential planned unit development. <br /> 2.3 The first phase of the project will include a three-story 30 unit condominium building <br /> toward the northeast corner of the triangular-shaped parcel. The exterior finish of <br /> the b � <br /> uildin will be brick and stucco. The main entrance will be on the southeast <br /> side of the building (along State Highway 88) and this area will be heavily <br /> landscaped' A secondary door on the north side of the building will provide access <br /> from the parking area off County Road C2. The project as proposed includes 27 <br /> two-bedroom/two-bath units and three one-bedroom/one-bath units. The building <br /> will also have an elevator serving each floor and an underground parking garage <br /> with one space for each unit. A community room and exercise facilities will also be <br /> provided for the residents. The off-street parking area and the underground parking <br /> i <br /> garage will be accessed from county Road C2. The target market for this phase <br /> of the 1 ro'ect is seniors and empty nesters, with units priced around $130,000. <br /> P <br /> 2.4 The second phase of the project will include a three-story 30 unit rental apartment <br /> building on a parcel adjacent to and west of the triangular-shaped parcel. The <br /> exterior finish and layout of the apartment building will be very similar to the first <br /> base, with access to the off-street parking area crest of the building off Old <br /> Highway 8.- This apartment building will be developed and marketed as affordable <br /> housing for seniors and empty-nesters. This property is located partially within the <br /> Village of St. Anthony (Hennepin County); therefore, required approvals from each <br /> 'unsdiction are being coordinated. The applicant has submitted concept plans for <br /> the second phase of the project; however, the applicant is not seeking City of <br /> Roseville approval for any aspect of Phase 11 of the project at this time. <br /> RCA(PF#2891)-01/12198 - Page 2 of 6 <br />
