REQUEST FOR COUNCIL ACTION <br /> DATE: 1/12/98 <br /> ITEM NO: F-3 <br /> Department Approval'. Manager reviewed: Agenda Section: <br /> Item Description: Approval of Contract with Brauer and Associates for the Development of <br /> the Master Park Plan for the waterworks/Cemetery Property <br /> BACKGROUND <br /> In 1992 the City entered into a 50 year lease with the roselawn Cemetery dissociation for the use <br /> of approximately 40 acres of land for parr use. In 1997, the City acquired another 70 acres of <br /> land adjoining the cemetery property also for park purposes. The acquired land contains significant <br /> natural habitat that must be managed properly to preserve the natural resources and protect <br /> surrounding neighborhoods. Ramsey County is providing $250,000 to assist in the acquisition of <br /> this land. The Parrs and recreation Commission and the Parks and recreation Infrastructure <br /> Committee have recommended these areas be included in one park area for trail and open space <br /> uses and also included in a corridor with adjoining Ramsey County park and open space land. <br /> This would create a large parcel of recreational space for Roseville and the entire north metro <br /> area. <br /> In order to develop this area without adversely affecting the resources and nearby properties, staff <br /> is requesting the services of Brauer and Asscoiates to assist in the development of a master plan <br /> for this area. The master plan will serve to guide the installation of trails, designation of protected <br /> arm, plan for the restoration of ecological systems and provide an overall management plan for <br /> this parr area. In addition to the consultant, a to member committee of citizens, Parrs and <br /> Recreation Commission, staff and Ramsey County staff will guide the process. The Roseville City <br /> Council and Ramsey County Commission will adopt the final master plan following <br /> recommendations by the advisory committee and the Parks and recreation Commission, <br /> The consultant will provide the following services: <br /> 1. Site analysis <br /> 2. Natural resource inventory <br /> 3. Natural resource restoration and management plan <br /> 4. Schematic concepts and plan options <br /> 5. Master plan drawings and narrative <br /> 6. Implementation plan and cost estimates <br /> Brauer and associates will be employing Applied Ecological Services to assist in the development <br /> of the plan. Both Brauer and Associates and Applied Ecological Services have been recommended <br /> by Ramsey County Paris and recreation. Brauer and Associates are in the approved consultant <br /> planning pool for Parks and recreation. They completed the initial master plan concepts for <br /> Acorn Park. <br />
