Regular City Council Meeting <br /> Monday, September 26, 2011 <br /> Page 18 <br /> triggering mechanism or city policy, the necessary improvements needed to be <br /> addressed to ensure development could move forward,based on the AUAR. <br /> At the request of Councilmember Willmus from a planning perspective, Mr. <br /> Trudgeon advised that he was not at all opposed to the proposed ordinance provi- <br /> sions. <br /> At the request of Councilmember Pust and the five (5) Planning Commission- <br /> suggested changes to lines 51-61 of the RCA (page 2), Mr. Trudgeon confirmed <br /> that all had been incorporated into the version of the ordinance being presented <br /> tonight. <br /> At the request of Mayor Roe, Mr. Trudgeon confirmed modified language refe- <br /> rencing the Twin lakes Master Plan; with City Attorney Bartholdi advising that it <br /> was incorporated into Section 1022.04.E. <br /> Public Comment <br /> Tony Dorso,2814 N Cleveland Avenue Property Owner <br /> Mr. Dorso sought further clarification on Attachment C from the previous council <br /> agenda item, and the commercial and residential network trips specific to his par- <br /> cel and how that related to the network trips shown on the map. <br /> With concurrence and confirmation by City Engineer Bloom and Public Works <br /> Director Schwartz, Mr. Trudgeon clarified the portion being questioned by Mr. <br /> Dorso, Block l.a with 98 baseline network trips; and Attachment C showing a net <br /> of that based on various development scenarios. <br /> Mayor Roe reiterated that the 98 network trips in Attachment A were based on <br /> anything prior to 2006 and anything else happening; with credit provided for the <br /> baseline trips; and Attachment C based on various development scenarios as laid <br /> out and considered in the AUAR as a basis for potential development and other <br /> factors, and increasing as a result of development as conceived, with the maxi- <br /> mum level of development that could be considered for mitigation on the overall <br /> site for this area, subtracting the 98 as a baseline from 1996. <br /> Mr. Dorso noted that the proposed medical and residential development for his <br /> parcel was estimated to generate 1995 trips and 92 trips in the AUAR; and clari- <br /> fied that the 98 network trip baseline was predicated on the fact that in 2006, his <br /> property would generate 98 network trips. <br /> Mayor Roe clarified that it took into consideration how a development could <br /> touch on various intersections in that area. <br /> Mr. Dorso confirmed that if there was no credit allowed, the City would add 98 <br /> more trips. <br />
