Regular City Council Meeting <br /> Monday, September 26, 2011 <br /> Page 27 <br /> meeting in City Council approval of the vacation, allowing recording of the plats <br /> with Ramsey Council. <br /> Mr. Paschke noted that a revised resolution was provided as a bench handout, at- <br /> tached hereto and made a part hereof; allowing for a new Condition A, and out- <br /> lined in Sections 4, 6 and 7 of the RCA, at the recommendation of the City Attor- <br /> ney. Mr. Paschke advised that a new Condition D speaking to the park dedication <br /> requirement had been included, following recommendation by the Parks and <br /> Recreation Commission at their August meeting, recommending payment in lieu <br /> of land,based on 5% of the fair market value as per code requirements. <br /> At the request of Mayor Roe, Mr. Paschke confirmed that the City Council had <br /> taken action on the Preliminary Plat already at a previous meeting; and that staff <br /> would also be bringing forward the Public Improvement Contract tied to and rec- <br /> orded with this plat for City Council action in the near future. <br /> Councilmember Pust commended the City Attorney for his recommendations in <br /> adding Conditions A and D to the resolution to memorialize it in the recorded <br /> documents. <br /> Johnson moved, Willmus seconded, adoption of Resolution No. 10937 (Attach- <br /> ment D) entitled, "A Resolution Approving the Final Plat of the Highcrest Park <br /> Third Addition (PF 11-020;"with additional conditions as amended. <br /> Roll Call <br /> Ayes: Willmus; Pust; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> Councilmember Willmus asked staff, for future reference, to identify bench hand- <br /> outs with the item to which they refer. <br /> h. Consider Awarding Contract for Architectural Services for Fire Station <br /> Fire Chief Tim O'Neill summarized the process and evaluation through best value <br /> practices of Requests for Proposals for architectural services, the five (5) finalists <br /> and subsequent interview process and scoring, as detailed in the RCA dated Sep- <br /> tember 26, 2011. <br /> Councilmember McGehee questioned the best value practice process used for this <br /> and how it compared to previous proposals for other projects, such as the geo- <br /> thermal project, as well as how it compared or did not compare to the Arizona <br /> State University (ASU) program that had been instituted for that project. Coun- <br /> cilmember McGehee expressed concern with the process and scoring categories <br /> and weighting, opining that the interview portion apparently held more weight, <br /> creating a larger spread and unequal disparity. <br />
