Reports and Recommendations Item Description* Amendment to cooperative agreement 93008, City of Roseville and Ramsey County, Lexington Avenue from Larpenteur to County Road D T Background: on May 24, 1993, the City council approved an agreement between Ramsey County and the City of Roseville for improvements to Lexington Avenues The project includes milling and overlay on that portion of Lexington from LFarpenteur to County Road D in Roseville. The project also extends northerly from County Road D to County Road E in Shoreview. In addition to the overlay work, the project involves the installation of signals at Woodhill and Dionne which currently are warranted; Agreement 93008 spelled out financing for the improvement and also cost sharing for engineering services to complete the projects The city and Ramsey county jointly retained TKDA as project engineer to complete plans for the project. ince the approval date for the project, Ramsey County had submitted the project for federal funding under the ITEA program* Ramsey County was fortunate to receive approval of the project for ISTEA funding* In addition to the federal processing for the ISTEA application., Roseville staff suggested that the Woodhill Avenue overlay project scheduled to be done by the city- in 1994 be combined with the Lexington project to facilitate the installation of the- signal at the intersection of Woodhill and Lexington and to also take advantage of better bid prices,9 It is now necessary to amend the original agreement between Ramsey County and the City for engineering. services to provide for federal, processing of the ISTEA grant application and expansion of the project to allow for inclusion of the Woodhill projects - Project. objectives: Based on past practice, all projects done jointly with Ramsey County are handled by cooperative agreementse The original- cooperative agreement 93008 approved by the Council in May of 1994 mus t be amended to incorporate the change in project scope. All cost sharing in the agreement is based on County cost participation policies and the utilization of fede'ral funds.• The original agreement will be amended to incorporate the new engineering agreement with TKDA for the extra work.
