Page
Lexington Avenue
12/13/93
Financial implications: The extra cost for the engineering services to
process the federal application and produce plans for the Woodhill mill
and overlay project is 2 1, 0 0 0* $17y000 of this amount is for federal
processing of the grant and $4,000 is for the Woodhill plans. o f -the
$17, 000 figure, the City will be responsible for 0% or $3 ,400. Ramsey
County will pay the other 80%. In addition, the city will be fully
re spons ib 1 e for payment of the engineering costs for the Woodhill plans
estimated to be $4,000* - Thus the total City cost for extra engineering
for these changes will be 7;400. Financing for. the City share will
-come from the FF fund.
While the process ing of the federal application for funding will cost
more for additional engineering, this extra ependiture ' is off-set by
the significant s wrings the City' wi l l realize from the federal
participation. Under normal circumstances, the City would be
responsible for 50 of the signal costs for the signals at Woodhill and
at Dionne. our 0 share for each of these would be approximately
$45, 000, since the total cost of each signal is approximately $90,0000
For Dionne, the local share mould be assessed against the benefiting
property owner, the shopping center. For the Woodhill signal, ' the city
share would have to be financed from state aid funds if federal funds
were not used.
The federal grant will pay 80% o f the project costs* The remaining 0
will be split in accordance with normal policy. Using the estimated
costs of $180,000 for the two signals, the federal share will be
$144 , 000 with $36, 000 remaining for the City and County to finance.
This will be split equally, so the city costs for the signals will be
$18, 000. This is a significant saving, over the original $90, 000 local
share. The federal grant financing also allows the County to take
reconstruction funds originally programmed for Lexington and spend there
on other County projects,
Schedule: Work on the preliminary plans is currently under ways It is
anticipated that this project can be bid in late summer of 1994 and
completed by the end of the 1994 construction season. Improvements to
Woodhill, including an overlay and signal work at the intersection of
Lexington and Woodhill, are urgently needed to complement the Oval
'project and restore a deteriorating road.
*#Lca f f recommendation: Staff recommends the Council amend the
cooperative agreement and authorize the amended engineering services
q_;cament with TKDA to be signed.
EC.- -;a $D Co 1CIL ACTION&
Motion authorizing amendment to cooperative agreement 93008 and
authorizing execution of amended engineering services agreement with
T DA and Ramsey County for- amendments to the Lexington Avenue project
from La rpenteu r to County Road D.
