Work involves the repair or reconstruction of Hamline <br /> Avenue -from County Road B to County Road C. The segment of Hamline from <br /> County Road H to County Road H-2 is planned to be milled and overlaid; <br /> The segment from County Road Ba--2 to County Road C is proposed to be <br /> completely reconstructed+ At the hearing, the Council ordered the <br /> improvement. By statute, for the project to proceedf a contract Faust be <br /> awarded for the work within one year of the date of the original order <br /> Therefore, the project must be awarded by Ramsey County by March 9, <br /> 1994, or a new hearing Faust be held. <br /> In accordance with the order of the City Council and the original <br /> feasibility report, Ramsey County has prepared final plans for the <br /> project and a draft cooperative agreement. The cooperative agreement <br /> Outlines financing for the improvements A copy of the proposed <br /> agreement is attached. <br /> Policy objectives: City policy and past practice requires City Council <br /> review and approval for cooperative agreements for projects done jointly <br /> between the City and the county. Cooperative agreements, typically, <br /> spell out responsibilities of both agencies in t erns ,o f construction <br /> operations and project financing. <br /> Cost participations in the agreement follows the normal Ramsey County <br /> cost part iY-1 ipation policy @- The one exception is boulevard trees. <br /> Typically, the County has not participated in replacement of boulevard <br /> trees. W i�4-1 the Ham-line project, the County will be starting a new <br /> process when they will install trees on a one for one replacement basis <br /> if reques--px': "i-i the property owner* The cost participation for the <br /> installaticn b:� new trees will -be split 50/50 between the City and the <br /> County. I n ,'V .--j future, the City will be fully, responsible for ownership <br /> and maintenance of the trees on County right-of-way. <br /> Financial implications: The total estimated City share of the project <br /> cost is $128, 836.
