Page 3
As a •
corn romise MnDOT suggested the following alternative
compromise,
8-foot wide bituminous trail north side Rice to Western
--_ Boulevard width in this section o to 5 feet depending on
existing right-of-way and boulevard obstructions
Re-routing the path around the Westwood Village
Townhouses using on-road facilities on Western from County
Road C to Woodhill, Woodhill from Western to Mackubin, and
Mackubin from Woodhill back to County Road c
-- Construction of 5-foot wide pedestrian facility along
County road c to maintain continuity abutting the Westwood
Village project O
-- 8-foot wide bituminous trail on north or south side, Dale
to victoria.
MnDOT officials felt that the 8-foot width was absolutely minimum
for the multi-use designation for bicycles and pedestrians. They
also felt strongly that the material had to be bituminous to
avoid the normal joints in concrete every 4 to 6 feet, These
joints are hazardous for bikes and are a safety concern for high-
speed bicycling and roller bladingo
it appears that if the' project is re-configured and submitted in
this fashion, MnDOT will support the application* staff has also
visited with representatives of the Westwood village Townhouse
Association and they appear to support the relocation of the
pathway. MnDOT felt that the minor jog to the pathway placing
the bikeway on adjacent residential streets for three blocks is
not significant. In fact, this idea may add some variety and
character to the route because of its meandering nature through
are attractive residential neighborhood,
It would be necessary on Woodhill Drive and Mackubin to post one
side of the street as "no parking" and heavily sign and mark the
on-road facility* Where is not adequate space in the boulevard
along this section to construct a pathway off-road. Because of
low traffic volumes in this neighborhood and much lower traffic
speeds, MnDOT felt this alternative was very feasible.
We seek direction at this time from the council. It appears that
the objectives of the project that need to be maintained at this
ti-me are
Continuity along County road c from Rice to Cleveland
- Minimum width of 8 feet to support multi-use
_- Bituminous material to facilitate multi-use including
bicyclists and rollerbladers as well as pedestrians,.
