N <br /> Page 4 <br /> It is MnDOT's feeling that- if these elements are not maintained, <br /> the project will be removed from the list of funded projects by <br /> the Het Council Funding and Programming committee, <br /> Staff believes this alternative is a reasonable compromise. In <br /> allowing the boulevard width to be reduced to something less than <br /> 5 feet, we can install the pathway on the north side in most <br /> locations with minimal impact. power poles will have to be <br /> moved, but this could be done and still accommodate the pathway <br /> within the public right-of-way except for several minor cases. <br /> The north side location would also match the existing north side <br /> bituminous pathway on County Road C in Little Canada east of Rice <br /> and -on County Road c in Roseville from Victoria west to <br /> Lexington. <br /> For the section of pathway between Dale and Victoria, the 8-foot <br /> wide pathway could be built on either side of the street. The <br /> south side would provide less conflicts with driveways and front <br /> yard grading and would match an existing section of bituminous <br /> path on the south side from Fisk to Victoria. However, the north <br /> side location would also be continuous with the section east of <br /> Dale and would not require a crossing at Dale. <br /> At Victoria, the multi-use pathway proposed to be constructed <br /> would be on the south side of County Road C and be built <br /> through Central park. At Lexington the pathway would continue on <br /> the south side of County Road c westerly to Cleveland Avenue <br /> consistent with the original grant application. <br /> We would also carry forward the same concept for the pathway on <br /> Fairview by constructing an 8-foot wide bituminous facility on <br /> the east side of Fairview between county Load C and oakcrest. It <br /> would reduce the boulevard width where necessary to minimize the <br /> impact to existing residential properties. By reducing the <br /> boulevard, we believe we can save most of the existing trees in <br /> this location, This will allow the pathway to remain on the same <br /> side where it presently exists south of oakcrest. <br /> In summary, with these changes, we believe the project can <br /> proceed to be reviewed. Most of the concerns expressed by the <br /> neighborhood will be addressed by these changes except the <br /> required 8-foot width* <br />
