N
Page 2
Delete the east segment of the project from Victoria east to
Rice and construct only the west half on County Road C from
Victoria west using federal funds. The City's 0 share
would still be required over this segment and federal
financing would pick up 80% of the construction cost* The
City could in the future, if it desired, construct a pathway
east of Victoria on county Road C.
3 # Construct dual facilities on County Road C including an on-
road pathway and a parallel pedestrian sidewalk. The on-
road pathway would require a fear to six foot roadway
widening and replacement of curb on one side* The off-road
pathway could then be built to city standards for
pedestrians using a four-foot boulevard and five-foot walk
4, Build the bikeway on a parallel road on the segment of County
Road C between Lexington and Ricee
5. Allow the project to be reviewed as -originally proposed
except -that design exceptions would be requested over the
section from Rice to Victoria for a one-side pathway
including a four-foot boulevard and a five-foot paths
These five alternates will each be explored in greater detail .
However, the alternate involving construction of an do-road
facility on County Road C or a facility on a parallel, adjacent
roadway are not feasible given the current schedule. The
parallel facility along County Road C on an adjacent roadway is
not practical, because there is not an existing parallel road
within a reasonable distance to County Road C that could be used.
The only alternatives for consideration would be to designate
Count y Road B-2 as the alternate route from Victoria to Rice and
construct a linkage segment on Victoria from County Road C to
County Road B- . This segment could be designated as a bikeway
and a sidewalk for pedestrians could still constructed on County
Road C from Victoria to Rice*
During the next two weeks, we will be reviewing these alternates
with the Met Council and their staffs we anticipate an
appearance before the funding and programming committee at its
next regular meeting on November 18, 19 9 3 a At that -time, we
expect to receive direction from the committee regarding what
alternates are feasible
Following that meeting, we could begin the neighborhood
involvement P rocesse I would suggest that that process be fairly
low key and that we have a small group and a very structured
agenda in terms of alternate designs and locations. We
anticipate. the committee would meet no -more than two or three
• weeks with a final approved
times over a period of s i to tort we pp
concept report completed on or about February 1, 1994 *
At the same time, design n p lans would have to be moving through
the review process, so final plan approval could be completed in
February to meet the scheduled bid letting of May, 1994
