PLANNING REPORT: <br /> DATE: November 10, 1993 <br /> CASE NUMBER: 2620 - <br /> APPLICANT: Alladin's Castle <br /> LOCATION: 1705 W. Highway 36 W. (Rosedale Center) <br /> ACTION REQUESTED: Special Use Permit for an Amusement <br /> Establishment (gameroom). <br /> 1. BACKGROUND <br /> Alladin's Castle is proposing to add a family entertainment center to the <br /> Rosedale Mall. To add to the total experience of mall shoppers who are <br /> increasingly expecting entertainment to be available as a part of the shopping <br /> experience. In the shopping center zoning districts, such entertainment <br /> centers can be considered as special uses. Section 109 of the Roseville City <br /> Code also requires annual licenses for amusement devices. This section of <br /> the code defines a "gameroom" as a business establishment where more than <br /> 50% of the gross receipts are derived from the operation of amusement <br /> devices. Special requirements for licensing of gamerooms are also included <br /> in this section of the code. Most notable is the requirement that gamerooms <br /> be at least 1500 feet from any residents, school building, or park. The <br /> Alladin's Castle proposal meets this defalition and must be considered a <br /> gameroom business. <br /> 2. Develo merit Summa <br /> Alladin's Castle is proposing to open a 6755 sq. ft. family amusement center <br /> as a part of the interior mall at the Rosedale Shopping Center. No addition <br /> to the shopping center or exterior remodeling is proposed as a part of this <br /> application for a special use permit. Because no additional space is being <br /> proposed, no additional demand for parking at the center would be required. <br /> Section 109 of the Roseville City Code defines a gameroom as a business <br /> establishment, more than 50% of die gross receipts of which are derived <br />
