RACIAL GAPS WIDENING IN MINNESOTA <br /> A report, "State of Diversity" by the Minnesota Planning Office, states the <br /> economic and social gaps between whites and minorities are widening and this <br /> gap threatens the State's quality of life,, <br /> Minorities grew by 72% in 1980's. <br /> Minorities are 6.3% of the State population in 1990. <br /> Minorities will grow to 15% of the State population in 2020. <br /> Minorities children will represent 25% of children in 2020. <br /> Gaps between minorities and whites are growing in income and education. <br /> Medium incomes rose for whites, fell for minorities. <br /> 84% of white adults had high school diplomas in 1990. <br /> 76% of black adults had high school diplomas in 1990. <br /> 71% of hispanic adults had high school diplomas in 1990. <br /> 70% of asian adults had high school diplomas in 1994. <br /> b8% of indian adults had high school diplomas in 1990. <br /> Drop out rates have doubled for bispanics between 1981-1991. <br /> Drop out rates have tripled for asians between 1981-1991. <br /> 54% of blacks and Indians graduate from high school. <br /> Remedies: <br /> l) Plans to help minorities start, expand, run businesses. <br /> 2) Plans to help minorities own homes. <br /> 3) Plans to Delp minorities prepare and motivate youths for career and <br /> leadership. <br /> 4) Serve minorities better,, include them in public decision making. <br /> 5) Enforce human rights. <br /> 6) Public organization to remove barriers and measure impact. <br /> Source: St. Paul Pioneer Press 10/28/93 <br />
