Mr, Brausen owns and operates the Amoco Service Station at Dale Street and County Road E. Last year, he received final approval for a planned unit development to remodel and expand the station, incorporating the adjacent lot and building into the project to be used as a new auto service building and office. Brausen Enterprises now office at this location and Mr. Brausen is seeking to add a mail order business that would provide personalized labels for bottles of champagne and wine. Section 8.350 of the Roseville zoning ordinance calls out off- sale liquor stores, not located in shopping venters, as ,uses that require a special use permit in a B�3 General Business District* By definitionf the use that Mr. Brausen is proposing, must be considered an off--sale liquor store, thereby, needing a special use permit from a land use perspective ective and needing a license from a business licensing perspective. 3. The business that - Mr. Brausen is proposing is not a typical off-sale liquor store operation Rather, it is a specialized � der service provided to clients on a mail or or p hone order basis. It involves computer generated personalized labels affixed to bottles of champagne orF 'w i ne. No other retail sales of alcoholic beverages are a part of their proposal. Because mail it is a ' order business and because it would be included in the office space of Brausen Enterprises, no visible signs of this business will be apparent outside the building. No si g nage is proposed and no additional parking is required. 4. Chapter 151 of the Roseville code addresses liquor license requirements in the city of Rose ville& Specifically, Chapter 151, 130 regulates off-sale liquor establishments. As a part of the annual licensing requirement, this section' requires that a licensed premises have at least 1600 sq, fto of sales floor area. This applies to a more typical off-sale retail establishment but the square footage will need to be addressed by the city Council during the licensing application.
