REQUEST FOR COUNCIL ACTION DATE OO 10-25-93 <br /> �ow <br /> ITEM NO. : <br /> Depar ment Approval: Manager Reviewed: Agenda Section <br /> Hearings <br /> Item Description* computer City/Beechwood Acquisitions request <br /> for a special use permit for site plan approval <br /> and variance at Snelling Avenue and county Road <br /> B-2. <br /> Background 0 <br /> 1 Earlier this year, Beechwood Acquisitions proposed to construct <br /> an 18, 000 s . ft. building to be occupied by computer Cityo <br /> The proposed location was the vacant parcel, directly south of <br /> the Crossroads Shopping Center, in the northwest quadrant of <br /> Snelling Avenue and county Road B-2 , The property is zoned S <br /> Shopping Center and regulations in that district require that <br /> a special use permit for site plan approval be approved. The <br /> code also notes that such a permit application can contain a <br /> setback plan requesting variances to the required standards. <br /> 2 At the May 24, 1993 meeting, Roseville City Council denied <br /> Beechwood Acquisition's application for a special use permit <br /> and variance citing concern that the site plan did not <br /> interface well with the Crossroads Shopping Center that shares <br /> the common access point to- this area and the belief that a <br /> better site. plan and building configuration for the property <br /> could be developed. Beechwood has taken -these concerns into <br /> consideration and are now proposing a down sized bu i 1 ding with <br /> a site plan that is more compatible with the Crossroads <br /> Shopping Center. <br /> 3111, The computer City project that Beechwood Acquisitions is now <br /> proposing, reduces the size of the building from 18, 000 s q. ft, L <br /> to 15JFOOO sgd' ft. The building has been reconfigured and <br /> repositioned on the site in a way that is more compatible with <br /> the crossroads Shopping centers The new site plan also moves <br /> the access point to the project further away from the shared <br /> driveway easement servicing the shopping center., This will <br /> reduce concerns about traffic stacking that were raised with <br /> the previous site plan. <br /> 4. With the previous application, concerns were also expressed <br /> about the building materials proposed (a textured concrete <br /> panel) not being compatible with the surrounding commercial <br /> development. The new building proposes face brick with split <br /> face masonry accents* <br />
